Established in 1993, Instituto de Hidrologia, Meteorologia y Estudios Ambientales (Institute of Hydrology, Meteorology and Environmental Studies) is a government agency of the Ministry of Environment and Sustainable Development of Colombia, which functions as the scientific and technical body responsible for producing environmental data on the state of natural resources in Columbia.

The agency establishes the national oceanographic, tidal, meteorological and hydrological infrastructure to provide weather information, forecasts, warnings and advisory services to the community. It also monitors renewable natural resources and aids in the formulation of environmental policies and regulations.
