The International Center for Living Aquatic Resources is one of a small group of mission-oriented, research organizations concerned with international fisheries. The Rockefeller Foundation, who developed the concept and remains its principal donor, founded the center in 1975 in the Philippines.
The rationale underpinning the center was the need in fisheries for an organization similar to the international agricultural centers that operate under the aegis of the Consultative Group on International Agricultural Research. The center was designed to be an organization that could conduct long-term coordinated research on the principal fisheries problems in the developing world.
