Penobscot East Resource Center will use this grant to promote implementation of an area-based groundfish management system that serves as a model for governance and sustainable fisheries in New England. The outcome of this grant is adoption of a plan by the New England Fishery Management Council for implementation of an area-based pilot project in the Downeast area of the Gulf of Maine.
